Planning Board and Zoning Board Application Process Flowchart
Planning Board applications are required for these project types:
- Site Plan
- Subdivision
- Special Use Permit
- Lot-Line Adjustment and Lot Combination / Merger
Zoning Board of Appeals applications are required for these projects:
- Variance Requests
- Interpretation Requests
All applications are done online through Cloudpermit.

Requirements for each project type are below.
SITE PLANS & SKETCH PLANS
Includes residential and commercial developments that meet thresholds as defined in Town Code Chapter 220-64 Authority Approval Required. Procedures and regulations for site and/or sketch plan applications can be found via the links below:

Based on the information above, choose applicable checklist(s) from the list below for your site plan application and upload a completed form into your Cloudpermit workspace along with a complete site plan and SEQR documents:
- Single Stage (Preliminary & Final Combined) Site Plan (Town Code §220-69 and §220-70)
- Preliminary Site Plan (Town Code §220-69)
- Final Site Plan (Town Code §220-70)
- Sketch Plan and/or Special Use Permit (Town Code §220-66)
- SEQR forms and information
- Use this waiver form if you need to request a waiver from any of the requirements above and attach it in your Cloudpermit application.
- Use this owner sign-off if the property owner is unable to use Cloudpermit to sign the application.
SUBDIVISIONS
Subdivision applies for projects proposing to create one or more new lots/tax map parcels in the Town. Minor Subdivision includes the creation of 4 lots or less. Major Subdivision includes projects proposing 5 or more lots. Procedures for these applications can befound via the following link:
Based on the information above, choose applicable checklist(s) from the list below for your subdivision application and upload a completed form into your Cloudpermit workspace along with a complete subdivision plat and SEQR documents:
- Single Stage (Preliminary & Final Combined) Subdivision and Lot Line Adjustment Plats* (Town Code §174-13 and §174-14)
- Preliminary Subdivision Plat (Town Code §174-13)
- Final Subdivision Plat (Town Code §174-14)
- SEQR forms and information
- Use this waiver form if you need to request a waiver from any of the requirements above and attach it in your Cloudpermit application.
- Use this owner sign-off if the property owner is unable to use Cloudpermit to sign the application.
SPECIAL USE PERMITS
See Town Code Article VI: Regulations Governing Special Permit Uses for all regulations for special use permits.
Based on the information above, fill out the two checklists below and upload them into your Cloudpermit workspace along with a sketch plan and/or site plan (if one is required) and completed SEQR documents:

LOT-LINE ADJUSTMENT / LOT MERGER
Lot-Line Adjustments are Planning Board applications but they are processed administratively by Town staff and generally do not require Planning Board review. They are approved by the Planning Board chairperson.
Along with a complete survey/map showing the proposed changes to the lot(s), please fill out the following checklist, and submit it along with a completed SEQR form and any other forms as needed to your Cloudpermit application:
- Single Stage (Preliminary & Final Combined) Subdivision and Lot Line Adjustment Plats* (Town Code §174-13 and §174-14)
- Lot-Line Adjustment survey plats must adhere to the same checklist as required for single-stage subdivision.
- Fill out a Short SEQR form
- Use this waiver form if you need to request a waiver from any of the requirements above and attach it in your Cloudpermit application.
- Use this owner sign-off if the property owner is unable to use Cloudpermit to sign the application.
VARIANCE REQUESTS AND INTERPRETATION REQUESTS
For any variance request or interpretation request, please submit the following forms with your Cloudpermit application
- A sketch plan (if required) and a completed Sketch Plan Checklist (Town Code §220-66)
- A short SEQR form, this can be found here: SEQR forms and information
- Use this owner sign-off if the property owner is unable to use Cloudpermit to sign the application.
REZONING (TOWN BOARD APPLICATION)
Rezoning applications are available on Cloudpermit for the following types of rezoning projects:
- Petition to Amend Official Zoning Map - traditional rezoning
- Petition to Amend Official Zoning Map - MUO District
- Petition to Amend Official Zoning Map – Planned Unit Development
- Incentive Zoning
- SEQR forms and information
- Use this owner sign-off if the property owner is unable to use Cloudpermit to sign the application.
EASEMENT TEMPLATES
Easement templates and dedication forms to be edited and uploaded to Cloudpermit for review by Town Attorney and Town Engineer (MRB Group).
FORM BASED CODE PROJECTS
The following checklists are for use with parcels in the Form Based Code districts ONLY and should be included with your Cloudpermit workspace.
- New development or expansion of a building >50% of gross building square footage
- Expansion of a building <50% of gross building square footage
- Exterior remodel of existing non-residential or multi-family building <50% of the facade surface area
- Exterior remodel of existing non-residential or multi-family building >50% of the facade surface area
- Expansion or replacement of existing surface parking lot more than 10 new spaces
- Installation of parking lot lighting
- Installation of a new sign or modifications to an existing sign
